What is Awaab’s Law?

Awaab’s Law comes into force on 27 October 2025, introducing legally binding requirements for landlords to tackle damp, mould, and other serious hazards in tenants’ homes. At CBH, we take this responsibility seriously and have developed a robust process to ensure full compliance and protect our residents.

Our Legal Duties (Phase 1 – From October 2025)

Emergency Hazards

Examples: total loss of water, damaged/broken windows impacting on security

Investigate within 24 hours of becoming aware
Complete safety work as soon as reasonably practicable, ideally within the same 24-hour window

Significant Hazards

Examples: Damp and mould with health impacts

Investigate within 10 working days
Provide a written summary to the tenant within 3 working days of the investigation’s conclusion
Complete safety work within 5 working days of confirming the hazard

Further Works

Begin or take steps to begin further works within 5 working days of the investigation’s conclusion
If not possible, work must physically start within 12 weeks

Alternative Accommodation

If safety work cannot be completed in time, CBH will secure suitable alternative accommodation at our own expense

Communication

Tenants will be kept informed throughout the process
Guidance will be provided on staying safe during the hazard period

Additional requirements will come into force in 2026. CBH will provide updates here closer to the time.

Managing Damp and Mould: Our Process

We’ve implemented a structured and responsive approach to handle all reports of damp and mould, ensuring timely action and clear communication.

1. Reporting and Initial Response

Customers or staff report issues
Our Technical Assistant (TA) Team is notified immediately
A Business Action and Service Request are created, and the report is securely stored

2. Triage and Tailored Approaches

Each case is triaged and assigned to one of three approaches:

Approach One – Immediate Treatment

Minor cases treated with mould wash
Contractor assigned and customer informed
Follow-up after 8 weeks to confirm resolution

Approach Two – Inspection and Works

Complex cases requiring inspection
Property Inspector visits and generates a report
Necessary works ordered and completed
Follow-up after 8 weeks

Approach Three – Escalated Cases

Persistent or severe cases
Detailed inspection and roundtable discussion if needed
Further diagnostics and collaborative planning
Case closed only when fully resolved

Ongoing Compliance and Customer Care

Every step is documented for transparency and accountability
Regular communication with customers
8-week follow-up ensures long-term resolution and compliance with Awaab’s Law

Managing Damp and Condensation

With increased national attention on damp and mould in homes, we want to reassure you of the steps we take to prevent and address these issues in Council properties.

What We Do

  • Send a specialist surveyor to assess the issue.
  • Investigate potential causes, such as:
    • Leaking roof
    • Defective damp-proof course or membrane
    • Damaged lead flashing
    • Porous brickwork or mortar
    • Blocked gutters or drains
    • Leaking internal pipes

Your Responsibilities

To help prevent damp and mould, you should:

  • Ventilate and heat your home properly.
  • Control moisture from daily activities like cooking, showering, and drying clothes.
Tips to Reduce Moisture:
  • Cover pans when cooking
  • Use extractor fans in kitchens and bathrooms
  • Keep doors closed when cooking or showering
  • Leave space between furniture and external walls
  • Dry clothes outdoors or use a vented tumble dryer
  • Open bedroom windows for 5–10 minutes each morning

How We Help Prevent Mould

  • Conducting stock condition surveys every 5 years
  • Installing extractor fans during kitchen and bathroom refurbishments
  • Improving insulation in lofts and walls
  • Offering advice on condensation and fuel poverty
  • Prioritising repairs that cause damp
